Does it mean that the net force on an object is zero if the twp forces acting on it in opposite direction ns are equal?

Equal forces acting in opposite directions are called balanced forces. Balanced forces acting on an object will not change the object's motion. When you add equal forces in opposite direction, the net force is zero.

Yes because it indicates the newton's
3rd law of motion which means whean object exerts a force on the other object,the second object exerts a force on the first one with equal magnitude but in opposite direction. And when the forces are acting on both sides then they are balanced forces.
