Does it take different time light to glow when length of the wire is increases

The speed of electric current through a copper wire will always be less than the speed of light!

Even if you provide electrons with energy sufficient to reach the speed of light, because of collisions with the copper atoms in the metallic structure, due to which kinetic energy is lost, it will not be able to travel at speed of light!
