Its just the interpretation of group of people, similarly the Karnataka flag is interpretation of people's of Karnataka.
Flag has history of more than 50 years, its hoist every year by CM of state, but it will be below National flag. The constitution permit this and the clause says anything can't be raised above the National flag that will be followed,
Karnataka even has State song, that is
Jaya bharata jananiya tanujate Jai he karnataka mate

Doesn't that make sense, similarly the flag is used and never disregard to Indian flag.
