Magnetic needle won't be deflected in sugar solutions because there is no flow of ionic particles. provided it should be connected in a circuit.

However, since sugar isn't a conductor of electricity (an insulator) it won't affect the magnetic field. since magnetic field and current are closely related, as explained by Oersted.
