Generally speak, both soil and land are naturally occuring substances and have not been produced by man.

Unlike other matrials such as cement, plastic, glass etc, which are manufactered by man, Soil and Land are not.  Even these manufactered products require the help of materials available by nature.

Even if man had to product land e.g. artifical islands, they would need to include many natural materials.
