no
the rotation and revolution are based on the kepler laws
and 1st law of motion talks about body either moving on application of external force or at rest
but earth is moving under influence of gravitational force

An object continues to be in its state of rest or of motion along a straight line unless acted by an unbalanced force .The earth rotates without any external force ,by gravitation. So to keep it in its state of motion the first law of motion will be applied.
