Does newton 's third law apply to system where bodies do not actually touch each other?

He proves his law by various examples, such as: if we throw a ball towards a wall (action), the wall throws it back towards us (reaction). In this example, the two bodies (wall and the ball) touched each other. Hence, Newton's third law cannot be applied to a system where two bodies will not be in physical touch.

Explanation: The third law which is that every action has an equal and opposite reaction can only be applied when there is an action or a motion but if the two bodies do not touch each other then there is no action an hence no opposite reaction.
