Phenopthalein is an acidic dye which is orange in colour. It is used as an acid-base indicator. Thus, they generally doesn't react with neutral and acidic solution. Dil. HCl is a acidic solution, thus phenopthalein doesn't show any change in colour when reacted with HCl.

Phenopthalein is an artificial indicator which is prepared in laboratories. It can show change in colour in basic solution. We know, Phenopthalein is a visual indicator that means they show change in colour when reacted with base. In neutral and acidic solution, there colour remain unchanged but in basic, the colour changes to pink.
