No the president of India does not holds any authority over the constitution of India as he is a nominal head of the country and not a political head. if any amendment bill is received by him or her, he or she can suggest some changes but has to sign the bill. Only the Lok Sabha and the Rajya after discussing and debating can change the constitution.
