Pure water cannot conduct electricity, because it does not contain ions. Because of diluting pure water with acid or a base or a salt, because they produce ions due to the dilution. Pure water does not conduct electricity. Only water can conduct electricity because it has some minerals present in it.

Pure water does not conduct electricity. It does not contain salt and so it's a poor conductor of electricity. To make pure water conducting, we can add salt to it.
