When Ray is at normal incidence, there is no bending of Ray after refraction. So if you consider all Ray coming out normally then real depth and apparent depth are same. But in real life situation when we look at an object under water even normally some rays entering our eyes are not the normal rays and hence we see apparent depth even when looking normally into water.
