No, the rice powder doesn't dissolve in water we can separate it by applying some filtration methods

No rice particles being colloidal in nature settles at the bottom of water.

Sometimes if the amount of carbohydrate is concentrated then it may be dissolve but this will not dissolved fully. Rice powder and water can be separated easily by just evaporating or by filtering with the help of filter paper
