In solution sodium hydroxide will conduct electricity. As a solid it will not. because if it is in solid state it does not have h+ ions

Sodium hydroxide only in solution form can conduct electricity.
Sodium hydroxide when in solid form cannot conduct electricity as there are no ions to allow the passage of electricity through them.
But when sodium hydroxide when dissolved in water forms sodium ions and hydroxide ions. These ions are capable of conducting electricity by allowing electrical charge to pass through them.
