no ... the properties of structural steel results from both its chemical composition and method of manufacture .... steel is an alloy of iron and other elements primarily carbon and is  widely used in the  construction and other applications  because of its high tensile strength ,,, whereas ... the properties   of plastic are defined chiefly  by the organic chemistry of polymer such as hardness , density , resistance to heat ,  oxidization , ionization radiation etc ... in short most plastics will melt on heating a few hundred degree cesius

The answer is simply NO. The components of steel are metallic whereas plastic components are non metal
