Does tattoo ink penetrate the epidermis or dermis layer of the skin?

yes it do penetrates the epidermis as well as dermis both and releases ink there that's exactly what makes them permanent...
but they are not always permanent bcz there are some ink dissolvers which when injected dissolves that ink and then after that dissolved ink is taken out of body by excretory system...
are u thinking of a tatto????
