Yeah..!! But only only those who are not corrupt... And who really think about the health of people and try to help them ignoring whether that person is able or unable to pay for the treatment.... So exceptions are always there...BUT YUP DOCTOR IS THE SECOND FORM OF ALMIGHTY!
