Only the electrons in the outermost shell, or the valence shell, take part in chemical reactions. An atom always starts out with a fixed number of electrons, given by the atomic number.

Therefore they combined with other atom or itself i.e through chemical reaction they attend their stable electronic configuration . Atom take parts in chemical reaction in order to gain it's stable electronic configuration i.e Noble gas electronic configuration.
