We tend to talk in terms of potential difference, is the energy needed to go from one point to another.

The only other point which is universal is infinity.

So everything has negative gravitational potential energy.

The ISS has less negative gravitational potential energy when in orbit than when on the earth's surface.

But it does have a positive potential energy difference when orbiting than when on the earth's surface.
