Ionospheric reflection of radio waves affecting the climate, it is clear that no such effect is expected because the radio waves do not interact with the neutral atmosphere and further the energy of the reflected waves is insignificant (as Prof Rastogi pointed out). A more relevant (although equally unlikely) question would be to ask if the radio waves transmissions (that are of higher power) could have any effect on the climate. It is also highly unlikely for the same reason that radio waves do not interact with the neutral atmosphere.

As regards the effect of ionospheric warming on the Earth's atmospheric system, the answer by David Themens is to the point. Further to this I may add that any warming that can occur in the ionosphere is the consequence and not the cause of possible changes in the atmospheric system.
