bcoz we can't learn any language by seeing the movies, sometimes we can just understand the movie by their actions or acting but we can't learn the language unless if we can understand..

Yes, it develops and evolves.
We can learn a lot about acting from movies and films. Expressions, body language, eye contact, rise and fall of voice, mood of voice (angry, sad, happy, etc.), etc. communicate dialogues faster and more efficiently to the viewer.
Drama and acting is not all about dialogues or characters. It is more than that. Expressions and body language communicate even more than dialogues in a faster way. You may have seen silent serials or shows. In these, there are no dialogues, but the only that works in these are body language and expressions. The viewer has to intepret the body language and expressions, which the film makers and directors try to keep as simple as possible.
Also, everything is communicated by dialogues. If we do an in-depth study of any movie, we can find that a lot is left to be discovered by the viewer which is not communicated through dialogues.
