does the monopolist always earn abnormal profit?​

In order to make excess profit a monopolist has to be efficient i.e., he has to produce a commodity at low cost. In Fig. 11.6 we observe that a monopolist is just able to make normal profit because ATC = AR = P at the profit-maximising output q0. It seems that the monopolist is a high-cost producer.
