Does the teacher doing right thing by giving homework to a homeless kid?

If the kid is homeless then what it is to do with homework then...then teacher is doing nothing bad but is doing his job ^_^

It is not good to give HW for a homeless kid, he has to take care of himself and his parents. Keep everything safe, searching for a house to live.
