the increase or decrease of weight on a lift depends on whether the lift is moving downward or upward with acceleration greater than or equal to or less than acceleration due to gravity

no, weight not decrease on a lift .....
if you thought you are free fall in lift goes down ward !so answer is no ,its not a free fall
only in free fall you can feel weightless ,but in lift there is no free fall because you are not attracted by earth at acceleration of 9.8m^2 ....
that's why ,there is no loss in weight in lift
thus in a lift only limited amount of people can enter ! !!!
