yes it can be only in case of retardation, but not in acceleration as the velocity is also in same direction.

When Velocity and acceleration are in the same direction (both have the same sign),then the object will speed up.
If the Velocity and acceleration are in different directions (both have different signs) ,then the object slows down.
So,Velocity and acceleration can be in different directions.
