Fish have to drink water. 
Normally water goes through their skin and frills in fresh water ponds. To gain (increase) sufficient amount of minerals they need to take water.

In sea water with a lot of salt, fish drink a lot of water to maintain (reduce) the same concentration levels of minerals and salts in their body.
