Don't give faulty answers:

Red light is used in signals because of it's highest wavelength of all the visible light. As a result it is scattered the least and can penetrate a larger distance.

Why is the whole visible spectrum (VIBGYOR) not used instead of red light?

it is not used instead of red light because the VIBGYOR consist to form white light and I has no frequency and cannot penetrate and so it is not used
