English colonial administrator and statesman who served for several years as governor of Queensland and New South Wales in Australia before becoming viceroy of India.

As viceroy, he helped to institute reforms that increased Indian representation in government but provoked opposition with his severe measures against nationalists.

He was educated at Magdalen College, Oxford, where he led the cricket team in 1890. He later served on both the London school board and the county council. In 1905 he succeeded his father as Baron Chelmsford and was appointed governor of the state of Queensland.

In 1909 he became governor of New South Wales, where he was active and popular despite political conflict and labour unrest.
