A very good question dear!
So the topic is “Don’t tell the girls what to wear; tell the boys not to stare”.
It's 100% true. Nowadays the trend has changed, girls became modern as like the modern century!
They wear modern and stylish dresses, they make themselves to look good and some to attract. But many especially boys comment on girl's dress, and tell them what to wear and not!
Then a question may arise, If they say boys not to stare, then why are they wearing such type of dress?!
Girls have full freedom to wear the dress they like. I do not support all girls, some wear such kinda dresses to show off, but still not all are like that. And “Beauty is not in the face; beauty is a light in the heart.”
And to those who wear such kinda dress, can be advised not to do so, so that men may stop staring or so...
But what I say is that there's not any rule or something that only girls should change for other's convenience, even boy's can.
Just a small change, Stop staring at girls. I am not pointing out all the boys.
But still they can change, as Mahatma Gandhi said 'Be the change that you wish to see in the world.'

As this is a modern country , of course! girls like to wear modern dresses.
