Most cities of the Indus Valley civilization were divided into two parts, i.e. the citadel and the lower town. Dholavira was different from most Indus cities as it was divided into three parts, i.e. the citadel, a middle town and a lower town. These parts were enclosed by stone walls.

The Citadel is a large, man-made mound at the archaeological site of Mohenjo-daro. The mound is built out of bricks and is located in the western part of the city. The mound is over 39 feet in height with a built-in staircase and on the top, buildings were placed.
