Seeing the above line one might wonder what it means. Well lets see.. The very first impression which we get about the line is that someone is trying to tell us to look at a book! No doubt if you are take it in the literal sense but that is not the case right now. We must find out what is the real meaning of the phrase..
The true meaning of the above title can be explained by a short story...
Once upon a time, there lived a very wealthy King. The king had a wonderful set of ministers who were both royal and honest. One day a poor farmer came to the king and asked if he could appoint him as one of his ministers. The king at once refused to make him the minister as the farmer was dressed very poorly. The King went for hunting one day... He was attacked by a tiger. All his ministers ran away and didn't save the king. The poor farmer who was walking by saw this and jumped in to save the king. The King was saved and he decided to give the farmer what he wanted- to be a minister. This time, the farmer refused to accept the offer and left the town... The king lost a loyal minister just because he judged a person on his physical behavior!
It is not the physical beauty which counts, it is the inner beauty which has the power to do anything in the world!

This proverb "Don’t judge a book by its cover" refers, we must not decide about something just looking a small part about it. Similarly, this phrase define, we must not judge anything about the cover, We must think before speaking, we must have a good knowledge on the topic we speak before we tell anything about it. This is very useful and most famous proverb.
Example: If you find a boy/girl always playing and he/she doesn't learn if you think it's wrong because he/she may learn well, It is wrong to judge about someone without knowing about their background. Also, you must not judge wrongly without knowing about someone's tallest.
