Dormancy that is caused by an impermeable seed coat is known as physical dormancy. ... This impermeable layer prevents the seed from taking up water or gases. As a result, the seed is prevented from germinating until dormancy is broken.

To break this impermeability one must rub the seeds between two layers of fine sand paper. This make scratches in the tegument and allows water to penetrate it and the seed can inflate and germinate if the embryo dormancy is broken. If not, dormancy can be broken by watering the seeds with etephon or gibbereline.
