combustion process doesn't takes place in water. Because water is made up of hydrogen and oxygen but the reality is that combustion takes place in presence of its Helper oxygen and when any other gas is mixed it doesn't takes place. For example when any fuel burns as coal when co2 is released it ends burning.
Combustion takes place when the substance is present, Helper means oxygen is present.
