2. Draw a 7 cm long line from the centre of the circle to anywhere.

3. Take more than half of the line OP and draw two bisectors.

4. Bisect the bisectors . Then we will get a centre for the line.

5. Measure the 7cm line from the centre to an end with compass and draw a circle.

6. Where the 2nd circle touches the 1st circle , from there draw two lines to the point P .

7. Then PQ and PR are the required tangents.
