Now, steps of construction :-

take take a point on the plane of the paper and draw circle of radius 3 cm.

mark a point p at a distance of 7 cm from the centre O and join OP.

draw right bisector of OP, intersecting op at Q.

Taking Q as a centre and OP = PQ as radius draw circle to intercept the given circle at T and T.

join PT and PR to get the required tengents.

by measurement

PT = PT = 6.1 CM
