Steps of construction :-

1. Draw a circle of radius 3cm.
2. Draw diameter of circle, and extended it and mark point P and Q, 7cm from the centre.
3. Make perpendicular bisector of PO. Let M be the midpoint of PO.
4. Taking M as centre and MO as radius, draw a circle.
5. Let it intersect the given circle at points A and B.
6. Join PA and PB.
7. Similarly, we draw tangent from point Q.
Thus, QC and QD are the tangents from point Q.

Hope it helps you.

STEPS OF CONSTRUCTION -

1 Draw a circle of radius 3cm with centre O

2 Extend the diameter of this circle from both sides upto 7cm and name it as OQ and OP

3 Draw perpendicular bisector of OP and OQ which cuts the line at M and N resp.

4 Draw a circle taking M as centre and PM as radius which cutes the previous circle at A and B.

5 Draw another circle taking N as centre and ON as radius which cute the previous circle at C and D.

6 Join AP , PB , QC , QD .

7 These are the required tangents.
