Steps of construction

Take a point O and draw circle with radius 3cm

Take point P at a distance of 8cm from the circle.

Join OP and bisect it. Let M be its mid-point

With M as centre and MP as radius , draw a circle to intersect the circle at Q and R.

Join PQ & PR . then PQ and PR are required tangents.
