Solution:

Put one end of Compass at 0 and other end at Point 4 on the Scale.

Marking O as center and Radius O A= 4 cm drawn a circle with the help of Compass.

Let me define the term Chord. A chord is a line segment joining any two points on the circle. Diameter is the longest chord.

Draw perpendicular bisector of the chord.

To draw Perpendicular bisector of the chord , open the compass more than half of line segment.Mark arc on both sides of line from both the ends of the line.Draw the line passing through the points where these two arcs intersect.

As you will see this perpendicular bisector will pass through the center of the circle.
