To construct the tangent PQ and PR

(i) Join OP and bisect it

(ii) let S be the mid point of OP

(iii) Taking S as centre and PS as radius draw a circle

(iv) Let it intersect the given circle at the point Q and R

(v) Join PQ and PR. These are the required tangents.
