Draw the radii such that the tangent lines are perpendicular to the radii.

You then have a quadrilateral with total internal angles of 360 deg.

Since the angle between the tangents is 60 deg and the tangents are

perpendicular to the radii  the total of these 3 angles is 240 deg

Therefore the angle between the radii must be 120 deg.
