1,. Make an line segment AB of 5.4 cm.
2,. Open your compass of length 5.4 cm and make. a circle with B as centre .
3,. Your circle is ready.

HERE'S YOUR ANSWER⬆
Even if I draw a circle with 5.4cm radius, while taking a picture, the size of the circle will change, so all you'll have to do is take 5.4cm measurement ( in the compass ) and carefully draw a circle. Hold your compass as shown in the diagram and draw.
I don't know how to explain it better.
