Solution:

Step 1 :  Take a point P  as center of circle

Step 2 : Using compass width = 3.1 cm and taking P as center  draw a circle

Step 3 :  Take any point m on circle

Step 4 : Using compass width = 3.8 cm and taking m as center cut at circle at point n

Step 5 : join mn and mn is chord = 3.8 cm  

Step 6 : Join pm & pn Draw a right angle at m & n on pm & pn which intersects at a qm & qn  are tangents
