Steps of construction :-

1) Draw a circle with centre O having radius 3.4 cm.

2) Draw a chord MN of length 5.7 cm in it.

3) Draw ray OM and ray ON.

4) Draw line x perpendicular to ray OM and line y perpendicular to ray ON.

5) Line x and line y are the required tangents to the circle at points M and N.
