Follow the below steps :
step1:- draw the circle with help of bangle.(see attachment )
step2:- take a point T outside the drawn circle.
step3:- with help of scale draw two line along the circle wihich are cutting the circle at P, Q and R, S respectively.
step4:- now, draw perpendicular bisector in both chords. Let perpendicular bisector cut the cirlcle at B and B' respectively.
step5:- join the point T to B and T to B' .
Hence, TB and TB' are tangents of given circle.
