Steps.

  1. Take a point x on outside.
  2. Join x to line AB.
  3. With A as centre and any radius draw an arc to cut l at B and AP at C.
  4. With D as centre and radius equal to BC. draw an arc to cut the previous arc to E
  5. Join PE and produce it on both sides to get the required line m parallel to l.
