first of all draw perpendicular to the given line.
now cut an arc of radius 3 cm on the perpendicular ( with centre at the point of intersection of the perpendicular and the initial line ).

make another perpendicular to the same line in the same direction as that of the previous perpendicular.

and cut an arc of length 3cm on it from the initial line.

now join the two point that we got by cutting an arc.
extend this line in both the directions, you will get the desired line (the line parallel to the initial line and at a distance of 3 cm from it ).
