Here are the steps (figure in the attachment)
1 Take a point c outside the line ab.
2 Mark any point on ab, say z
3 Join c and z
4 Make an arc from z cutting cz and bz at x and y respectively.
5 With the same length of compass as in step 4, make an arc from c cutting cz.
6 Open the compass to the length of yz and make an arc through d
7 Join M and C through a line.
The line obtained is parallel to ab.
