Now, steps of construction:-
1) draw a line segment CD=8cm
2) take any point as P outside the line segment.
3) open the compass of any measure and make two arcs a on CD.
4) now make a perpendicular from P to CD.
5) measure the length of OP with the help of ruler.

Sorry. Question was mixed up. Here is the question: draw a line segment CD =8cm. Mark any point P outside the line segment CD. Draw a perpendicular from P to line segment CD and measure the perpendicular distance from P.
