Follow the instructions and see the attachment.

Draw a straight line of measure 6.5 cm using a scale.

Name it as LM.  

Then using a Set Square, construct a Line Perpendicular to LM.

Name any point on this perpendicular as P.

So you will get the perpendicular line to LM passing through point P where P will not be lying on LM.
