draw a line segment AB = 12 cm

by keeping the compass on A mark an arc above and below the line AB

now,  by keeping the compass on A mark the arc which cuts the previous arc and join the line .(this is the perpendicular bisector of line AB ), named it as C

similarly , draw the perpendicular bisector of AC , named it as D

similarly , draw the perpendicular bisector of CD  , named it as E

AD=DC=CE=EB

hence , The line AB is divided into 4 equal parts
