first draw a line segment of 9.5cm
open the compass more then the half of line put the tip of the compass on one end of the line and put an arc up and down same from the other end then join the line

draw a line segment AB = 9.5cm

Open tye compass more than half of AB

With A as centre draw an arc above and belowr the line segment AB

Repeat the Step again with B as center

Now PQ is the perpendicular bisector of AB
